Go instead to the tour agent 20 m on the right side of the Orient Star Khiva Madrassah hotel entrance: it asks 5000 soms for train ticket reservations. DON'T PAY ANY ADDITIONAL "TAX" if they will ask you for it: it will be just a sort of "additional bribe": you will have to pay them only the 5000 soms commission, and that's it. Check the agreeded price on the ticket they will give to you.
